But what happens when the board only has openings for word-final consonants? Without V-ending words in your vocabulary, V becomes a dead tile.

Don't hold V for bingos: V appears in very few 7-letter words compared to other 4-point tiles. If you're sitting on V with no vowel-after position available, play REV or LAV immediately. The 4-6 points now beats holding V for 3 turns hoping for VICTORY.
Hook potential: REV hooks to REVS. PERV hooks to PERVS. SPIV hooks to SPIVS. Playing the base word now lets you add S later for extra points — two scoring turns from one V-ending word.
